Just to confirm — are only the “Volume + / Volume –” buttons on your steering wheel not working?
These buttons are controlled through the CANBUS system.
Please try the following steps:
Go to AppStore on the head unit and update the CANBUS-related apps.
Then go to Settings → Factory (password: 3368) → Car model → RZC → Toyota → RAV4 → 2013–2018, and try selecting this protocol configuration.
